Back in the early 70s I worked at Fulton co. airport near Atlanta, GA. I had a friend who's father was one of Hughes' pilots. They had a Citation hangared there. I was talking with him one day and he told me that Hughes had designed a racer that the Zero was copied from. I didn't believe him at the time but a few weeks later when I was pulling the Citation out of the hangar for fueling, another pilot that was flying that day told me that it was true. He said that the US gov. did'n want it and that Hughes sold plans to the Japanese. I don't know any details but I do know that the Citation belonged to the Hughes Corp. and that the pilots I talked with were employed by him. I now think that the story could be true.
